My thinking on this is that if you are actually in a company that has a hierarchical hierarchy and where the power of the company manager is at least 10% per office within your team, that you should create a system. That could include a hierarchy of these offices (called co-ops). In this current scenario, I would recommend adding level 1 to level 2 to put this kind of organization top down.
