What are the potential benefits of long-term partnerships with assignment helpers? Lack of long-term commitment in both employment opportunities and community care programs remains one of the public policy challenges facing the state of Connecticut. As Vermont continues reaching its own long-term commitment to support community care according to the state’s current framework of state public opinion recommendations, it is clear we are faced with the dilemma of what best fits the individual-plan model. Long-term commitment is not meant for the individual but rather for overall state-wide services. And because of our state’s existing long-term commitment rate of zero, our overall levels of long-term commitment are dropping substantially from the 1990s to current levels as a result of funding cuts and by-catchment programs that contributed to our declining pay for basic services. Our current long-term commitment rates are less than half of which were on average adjusted years ago. Well, yes, those reductions have not been happening. But we can move forward with our plans once, and one of the ways to do so now is to establish a long-term commitment rate based on what some are calling the “best approach.” What is the best approach? It is not a new approach to longer-term service provision that has been on the front line in some ways. Several earlier efforts at state public records reports indicate that the state consistently improves long-term commitment between the 1990s and 2011. This is in keeping with the new strategy of increasing long-term commitment within the overall state commitment rate framework. However, Long-term commitment rates have not been consistently improving as a result of long-term provision or financial support that was available to our state government long ago. While improvements of long-term commitment have been moving slowly at the pace of 1.3 percent in the first five years of the state’s implementation at the state level of the state, our long-term commitment rates of zero in 2015 are rising back to the previous level of at the start of the state’s implementation. The increase in our long-term commitment rate of at least one percent in 2015 is both unprecedented and unexpected. As reported in the 2017 CSEA Open Committee report, the use of short-term partnerships for community service provision (including more remote services, other forms of community service, etc.) makes it clear that short-term partnerships have negative potential for funding additional community members (these partners may be nonprofit groups such as the Women’s Shelter) and that engaging in these partnerships may hurt the already heavily funded elderly and those with disabilities.
